Add proper license headers to the scripts in the `/Scripts` directory.

If I don't get to them, they're under the Apache License 2.0 and (C) Drew Naylor. I don't know what the .desktop files should be under. Maybe the Apache License 2.0 as well, unless it makes more sense to just not have a license and have it be like the Unlicense or something?
