We have to check whether we're in multitasking, but if we are, we can set the thing to have ShellSurfaceItems not accept input in multitasking, and also have the compositor leave it when tapping the Back button or pressing Escape. Now that I think about it, we also need to accept the Escape key to leave multitasking, but only when in multitasking so that apps can use it.

I think this is all implemented, just have to make sure it works and I can close it.
