Split the list of items that'll be implemented in Settings into proper groups, like a hybrid of the Windows 10 Settings app but with Metro.
I never liked 8.1 Update 2's jumplist grouping in Settings, thus there should be fewer items on the homepage to allow for groups of items to be moved into subpages, almost like a hybrid of the Windows 10 Settings app but with Metro. This means that the search button on the appbar will be visible on both the homepage and subpages if those subpages are lists. Subpage search will search the entire Settings app just like homepage search, in case the user can't find what they need.
The apps Pivot will still have a list of apps as they are in WP, but maybe adding an alphabetized jumplist just for that would be a good idea. Not sure how to deal with it for search. Maybe there will be another two Pivots in the search results page to go between system and apps. This also means that a specific Pivot for search as specified in #119 probably wouldn't work.
Not sure how to do subpages in search results. Guess they should be added to the list of things you can search for kinda like I do with my HTML Character Code Acquisition Program. Maybe they would just show up in search results like on iOS, where it shows you how to navigate there and just goes directly there. At that point, pressing Back goes directly back to the search results.
This would be a third option in addition to a "classic" view like in 7.x-8.1 Update 1 but with the search as a pivot pane to the left of "system" and the 8.1 Update 2-style grouping view.
