feat(locales): Add translations support

Adding support for translations using i18next. It's currently a draft PR In this PR, there is already french support TODO: Change de i18next language according to bot config with a language parameter example: language = fr

Any help is welcome :)

Closes #778 and #188

I translated the project into German and Spanish. I hope the pull request will be accepted because it's very practical to be able to change the bot's language ;).
