User sending an image that's been marked as spoiler doesn't spoiler the image in the modmail.

This user sent us a report of a gore spray and tagged it as a spoiler. However when the bot made the modmail, it doesn't spoiler the image from the mod's side.

If the attachment is relayed via the attachment link, the message cannot be spoilered. Only re-uploading the file with the prefix SPOILER_ would actually spoiler the message on the other end. If relaySmallAttachmentsAsAttachments is enabled, the file should be uploaded with said SPOILER_ prefix already. Any attachment over smallAttachmentLimit will be sent as a link regardless.
