A custom handler would require a map of sites and known IDs. There are likely tens of thousands of these so it might be good to put them in another file for easier management. If any required parameter is missing or the ID is unmatched then the link should not be modified.
I ended up writing a handler for this but in the testing phase I encountered several links that went to the wrong domain based on wi
parameter, so I'm putting this on hold until more information is made available.
