I've closed #1967, but I'm happy to leave this open while we decide how to de-experiment-ify (make `descending-spawn-priority` the default? or re-use some ideas from #1967?)

Turning this on for everyone is risky. On the other hand, we'll probably never know who it would break without doing that 🤔 Perhaps the right solution is to tune...

Thanks for raising this issue @jkmassel. I agree that `BUILDKITE_REFSPEC` should probably be overriding the git mirror logic there. We'll look into fixing it.

Perhaps the choice of "lock providers" should be configurable? Oooh. What about making it a _hook_?
