Receiving random encounters when they should be disabled

Hello! I recently updated from 2.1.something in the hopes of fixing this issue, but it seems that it's still a problem for me. I have "Receive random encounters" unchecked, but just received a connection from a user claiming to have used that function to contact me. I'm under the impression this should have been fixed in 2.1.3, so I'm open to the possibility that this is user error somehow- Is there any way to be sure I have random encounters disabled besides the checkbox?
