Added some html/vega-embed versioning kit

Added a little bit of versioning stuff in Graphics.Vega.VegaLite.Output. Leaves the same defaults in the current versions but adds a toHtmlWithVersions and toHtmlFileWithVersions to specify whichever versions.

Using this, I could get the fancier choropleth example to work. I think. Haven't gotten a chance to try because they are on separate branches so this PR is cleaner.

Or I guess I could've looked at your PR for version 4 and just waited...Oops! Maybe you want the version control bits anyway?
