MOSSes and strategy

The ability of the MOSS to run silently is a key feature that allows for significantly more strategically sound plans of attack. I suggest the option to allow it to run silently before activation is provided. Two options should be provided, based on the active/passive setting normally used on torpedoes: Active-Normal MOSS behavior. Runs to activation point then begins pattern as set Passvie-MOSS runs silently at some speed (~5-10 knots) until activation and then begins acting as a decoy like normal
