Ticonderoga's towed decoy cannot be repaired

While in the 1984 NATO campaign playing the Ticonderoga Guided Cruiser, I got hit by a torpedo from the stern while Towed Decoy and Towed Sonar was deployed. Back in Holy Loch, I was only able to repair the Towed Sonar, but the Towed Decoy was missing the repair option completely, and the menu on the left still says "Repairs needed"
