Missing Recent files after right clicking shortcut on Taskbar

Describe the bug Can't see recent files when right clicking shortcut in taskbar

To Reproduce Steps to reproduce the behavior:

1. Add shortcut via Launcher, drag from Desktop to Taskbar / or drag directly .exe from installation folder to Taskbar
2. Right click on Taskbar shortcut

Expected behavior List of recent saved/opened files - it works for 2.93 (installed from installer downloader from blender.org)

Screenshots This is for 2.93 This is for 3.0 alpha (installed from Launcher)

System (please complete the following information):

• Windows 10
• Blender Launcher version: 1.14.1

Not sure if it's blender, or Launcher, or Windows related issue. I couldn't figure it out after googling unfortunately.

Hi!

I'm not sure if this is possible to have a list of recent file on portable version of Blender in taskbar... I'm not even sure how Windows decides to show them for user.
