Create guide for running functional tests with Chutney

The Travis-CI continuous integration currently runs a full functional test on a private Tor network for each new commit. There should be a guide to make it easier for potential contributors to check their code against the full test suite.

This build system might also be useful for other projects which depend on the Tor network.
