Supplier Order file attachment on notification email not working

Bug

Version: 21.0.1 Supplier Order email template with 'attach file' checked. Notifications module set to send email on purchase order approved using said template.

Expected Behavior: Email sent to client with attached PO .pdf Actual behavior: Email is received, but no attachment is included despite all configurations being correct.

Emails sent via "send mail" button have attachments, only the automatic notification emails don't have attachments. I tried including DIRECTDOWNLOAD_URL_ORDER as a work around but download link.
