VAT occur on documents despite Subject to VAT is set to No on the client card

On the client card there is a setting "Subject to VAT (Assujetti à la TVA) but despite having set this to No, the VAT occur in on the documents like Price offer, Order and Invoice. It has happened multiple times and not only on the version I use now, 18.0.4. The VAT goes normally away when resaving, but it should not occur there at all.
