Greek translation % symbol missing in margins.lang

In langs/el_GR/margins.lang the second % symbol is missing in the MarginRate key causing a php crash in core/class/translate.class.php:641 Adding a translation override or updating the margins.lang with double %% fixes the issue TODO: This has to be updated to Transifex as well.
