pull_policy: always

To Reproduce

    pull_policy: always

This doesn't seem to be respected. You'll probably need an existing project with latest flag, however when running with the latest flag the pull_policy always will not be respected so the older image is used.

Current vs. Expected behavior

New image is used instead of the previous latest image.
