dokploy feat(permissions): Add multiple admins capability

What is this PR about?

Allow multiple admins (have same permissions as owner for most things, but it's basically "Admin" in UI)

There should be discussion should admins have permissions to delete other admins or not

UI displayed under "[email protected]" user and he can't apply any actions for owner and himself, but can do it for other admins\members

Hi, can we get this merged and a new version pushed? My co-founder and me have hard time with the permission system, I regularly have to go in the user permissions and check again new projects/environments/services
