Impetus Level doesn't drain on an Impetus Conductor when crafting Conducted Impetus

Description

When crafting Conducted Impetus using the Impetus Conductor, the Impetus Level doesn't drain. You need max level Impetus to craft it and previously I think I remember that it drained the whole impetus from the conductor when crafting Conducted Impetus but it doesn't do that anymore.

Steps to reproduce

1. Create Flux Rift
2. Acquire Caster's Gauntlet and apply an Impetus Conductor to it
3. Drain Impetus from the rift until the gauntlet says "Impetus Level: Maximum"
4. Acquire Impetus Crystals
5. Use the full Impetus Conductor and Impetus Crystals to craft Conducted Impetus

Expected behavior

The Impetus Level should drain when crafting Conducted Impetus. I believe previously it drained fully and not to a lower level.
