Win64 zip not available

Hi,

I have noticed that the windows-x64 zip asset is missing from the last two releases. Could this be rectified for the latest release please? I use a PowerShell script to download the latest OBS plugins which are extracted from zip archives.

The change for providing a zip file has already been made in the develop branch but won't have affect until the next Release (4.14.0).

I don't yet know when I am going to release 4.14.0.

I may cherry-pick that to master and generate a .zip of 4.13.0 from master.
