Change the wording of "Enter Question Text" to indicate it should be a topic and you will have space for details after. Or have "ask a question" take you to a page where it is more obvious that you have a topic question with space to add details after.

Right now, most of the editing foo is on the question detail page, which makes creating a new blank question form tricky - though we will have to explore this in the future.

So to quickly fix this issue let's put some help text in the drop down:

• Change the place holder to "Enter Question Title"

• Change the form input to a text input rather than text area.

• Add help text that says the following:

  "Enter the title of your question in the form of a question: you will then be able to add more details, labels, and other information on the Question page."

Hopefully this will be a quick and easy fix.

For whoever takes on this issue: note that some work is done when the question text is answered, particularly deduplication -- which is why we avoided a form with the entire question in it.
