Broken links to phpBB information

The links in pinc/phpbb3.inc: https://phpbbmodders.net/articles/3.0/create_post/ and https://wiki.phpbb.com/Function.submit_post are both broken. The latter now goes to a page explaining that phpBB have reworked their documentation.

I'm not sure what we can do about it besides remove the URLs at this point. I can't find any useful content on those two areas anymore 😦
