Restrict changes to within one directory tree

Many terraform repos use a multi-monolith approach, separating concerns into different directory structures. Terraform-doc should not apply to Terraform "resource folders" outside of what the Pull Request applies to.

@libertyy can you elaborate on this? Do you have an example of the structure that it is reaching into that is not expected? And if you could also include the your github action spec.
