CLI SCSS Support for Manganis

Add SCSS support to the CLI to allow propagated manganis assets to build scss/sass into css.

Implement Suggestion

It was discussed on the Discord that the plugin system may be the most ideal place for scss compilation. I'd recommend the grass crate as the scss/sass backend.
