Blackhole handled protocols don't report incidents

blackhole.py defines a generic dummy connection handler, which is used for telnet, NTP and DNS. But it doesn't create incidents when such connections are made. Is there any work being done in that direction or is there any reason why this cannot be meaningfully done?
