Bug: nothing is shown when you are being rate limited

I recently switched mastodon instance, a process which requires a lot of background follow request negotiation. Internally, mastodon handles this as part of its normal queuing system, and so I was effectively being rate limited by Mastodon if I tried to do any UI stuff.

The main Mastodon UI pops up a small notification on the bottom left if I get a 429 status, including the time I should next attempt to do something, but Ice Cube just failed silently, which made it seem unresponsive, even when this had gone right, like signing in, or posting.

Ideally a small notification that the server is rate limiting you, and an indication of when to next attempt things would be good.
