Request: Better custom emoji picker

Description

the custom emoji viewer is very difficult to browse, at least in cases where many custom emoji are available on an instance. something like a "recently used" section pinned to the top, text search, or even alphabetical sorting would be really helpful when selecting emoji! (i'm not sure if it's feasible with how custom emoji works, but categories could also go a really long way- i.e blobcats, neocats, neofoxes, etc.)

partially addressed by #1680 with the addition of categories! (thank you very much ❤️) from here, search and emote caching (for slower connections) would top this feature off great :)

Would still be nice to have an emoji search function. Instances like Tech.lgbt have several hundred emoji on the instance. Emoji caching would also be nice, as opening the emoji picker re-downloads them from the server every time it is opened.
