Did you check in settings, if notifications have been disabled?

It happens to me from time to time :/ I think it's when the app refresh the notification subscriptions (at every launch). The app have to delete the subscription and create a new one. And if the call to create the new one somewhat fail, it'll be in this state. Will look for a fix.

Is it possible, that this problem is caused by instances, which answer too slowly and an timeout occurs? I’m asking, because enabling notifications manually failed in one case the first time. The switch was then set to disabled.
