VanillaFix's "Optimizations and vanilla bug fixes" breaks Charset Patches' locksBlockCaps feature temporarily upon world load

Charset StorageLocks locked containers can disable non-player access if Charset Patches' opt-in locksBlockCaps is enable. This feature works (hopper can't suck items out of chest), but breaks for 1 or 2 items upon world re-load if VanillaFix's "Optimizations and vanilla bug fixes" are enabled.
