Gateway dim blacklist config affects all dims, not just ones specified

Currently blacklisting any dim for gateway generation completely disables generation. I need this config as otherwise the gateways can break the walls in Arcane World's dungeon raids, so I had blacklisted that dimension. Upon later trying to find one in another, non-blacklisted dimension, I was completely unable to, even when setting the config very high (0.3). As soon as I cleared the blacklist config, I was able to find them again.
