feat: enable v37 payload

Enable v37 payload by default. If the user has no local key, they can only use text encoding because we didn't decide how to support the v37 payload for image encoding.

The new payload is shorter and supports E2E encryption without a "local key" (which implements the correct ECDHE mechanism).
