[Windows] Scrolling issue on the tablet

When attempting to scroll the timeline on a Windows tablet using a finger or stylus pen, the scroll momentarily accelerates before immediately stopping, preventing further movement.

environment: Surface Pro 6, Windows 11 24H2

(In the video, the first half uses a mouse to scroll, while the second half uses a stylus pen. I swipe up from the bottom of the tablet screen, but it only scrolls for the first instant.)
