Add a viewer for NIfTI files

In the Girder 2 deployment, we used the old xtk_demo plugin to allow viewing NIfTI files. We should add in a vtkjs viewer of some sort for these.

Although this is addressed by PR #69, this issue should remain open until a modern viewer is used.
