@sumanthratna I have no opposition to using GitHub actions, but, since CircleCI is working for now, don't currently have any direct need to switch. If you are willing to change this PR to add GitHub actions (at least for OSX), then we can start using them.

Funding for CI would probably have to wait for a sustainment grant that we might get this summer. Unfortunately, none of our currently funded projects use OSX.
