A way to sort out inactive projects

Is your feature request related to a problem? Please describe. DeX is an active platform and we want to keep it that way. When a user creates a project and doesn't update it for x amount of time it can still show up on the search page even when it is inactive. We want to find a way to hide inactive projects but not delete or remove them. Almost the same as YouTube/Netflix/Instagram/Facebook. That more active projects get further in the search results than none active projects.

Describe the solution you'd like A way to give active projects the advantage of showing up before inactive projects.

Additional context This issue requires a lot of documentation to do it right. There are multiple ways to create such a feature. Before implementing or during the creating of the documentation it is advised to talk to the project leads to point you in the right direction.
