Ability to add webseeds

You should be able to specify a webseed address when adding or creating a torrent.

NOTE: I have tried this using Apache webseeded .torrents and magnet links neither have worked so there may be a limitted type of server that can be used in this situation what exactly i'm not sure I'm going to work on setting up an Ubuntu server and trying it with that if it doesn't work I'll make mention.

@Edward-Stryfe You need to use .torrent unless you are also seeding through webrtc. The webserver only needs to support CORS and get range requests. Magnet links are a no no
