M14 Silo goals visibility?
- the security cameras can always show where Howard is, and maybe even a camera for "helicopter parking" or something, where Jock will appear?
- a couple of PlaceholderEnemies could pull enemies away from the hardest spots? (edit: oh we already have this lol)
this is how it currently is, I think this was mostly determined back when you needed to do computer before howard
we could do something like this
howard at fourth floor disallows jock at cherry picker, radio room disallows vanilla jock escape, surface meeting room disallows jock at sniper tower, and machine shop disallows surface meeting room
or we could try fully disallowing all goals to be above ground, and all goals being below ground, maybe using 3-way mutual exclusions or by having a callback function for checking layouts
