tweak NG+ stealing weapons/items?

should make this less exploitable and more fair for races

we could always remove the bottom row or bottom 2 rows? this would mean we no longer need to limit the number of items for each class

or have a hardcoded list of weapons, shuffle the list, and then take the first one in the list that the player has, or similarly hash the classnames of the weapons and seed, modulus by 64 or something, and take away the first match, this would make it consistent with other players
