Lingering Potion Timings

Describe the bug Lingering Potions are not locked into the time they state on the item (likely the cause of #72 as well)

Versions Server - Paper 1.16.3 build 249 (I know, Paper... shoot me) McRPG - 1.4.0.0-beta (SpigotMC latest build)

Able To Reproduce Every time without fail.

To Reproduce Make a normal Poison Potion, splash it, linger it and it'll say 22 seconds on the item but lasts for 1:30 (when made into a tipped arrow it still says 22 seconds, still lasts for 1:30)

Expected behavior ....Adheres to the time listed on the item
