No module named scipy.ndimage

So I have a fresh install of vagrant (only added numpy onto it because that was also missing) but I'm having trouble with where to go from here. Every time I try to install from pip, it throws errors and fixes nothing, and apt-get does nothing too. Update: all imported packages are throwing the same issue. I'm really not sure where to go from here.

Sorry if this is the wrong place to ask, but I can't find anywhere else to actually ask other than a few small forums where I can't get a response.

Did you issue "vagrant up" command in directory where Vagrantfile from this repo is? It takes quite some time to finish setting up.

Sorry, @Sam-9791, I've just gotten back from an internet-free vacation.

I don't quite understand the question, as vagrant and numpy aren't associated in any way. Have you followed @Tursaanpoika's advice and followed the "vagrant up" step in the instructions?

In fact, I'm an idiot and had been running the wrong machine because I followed someone else's advice trying to get it to work. Oops. Got it.
