`Freeform` fields are inconsistent in what `Freeform` means

For example, the Other Libraries and Other Utilities say freeform, but are limited to a list, whereas the other Other fields on the same page let you enter anything.

Good point, what would you call them instead?

Not sure. Maybe something like keyword fields since they all pull from a list of keywords? I also couldn't find anything about how that list is made or if and how things could get added.
