Active/inactive locales

I'm going to start marking locales an "inactive" when their translations are too out of date. Inactive locales won't appear as selectable options when taking the surveys or browsing the results.

Here's the list of remaining active locales:

• locale-es-ES
• locale-hu-HU
• locale-id-ID
• locale-ja-JP
• locale-ko-KR
• locale-nb-NO
• locale-pt-BR
• locale-ro-RO
• locale-ru-RU
• locale-so-SO
• locale-th-TH
• locale-ua-UA
• locale-vi-VN
• locale-zh-Hans

I've also made some exceptions for popular languages such as Spanish and Russian, where even if the locale is incomplete I would rather make an effort to improve it rather than disabling it.

If the locale you're working on is not in this list and you think it should be re-activated, let me know.
