Loader should have a way to remove hooks

This issue is basically a dupe of #217 #314 but I have a PR incoming and hate jumping on other people's old threads.

I know I mentioned it in Orlando but I'm pretty hung up on this one. It is available for anyone that needs this so I'm letting it sit in limbo for a while :)

@DevinVinson hey guys, any chance this will be added to the master branch? Been reading every thread about being able to remove actions without any luck. Love this boilerplate too much o leave it behind. Thanks for the effort!

I was checking this one https://github.com/mallardduck/WordPress-Plugin-Boilerplate, but it didn't work for me. Anyone have an example for this?
