Tool search doesn't work correctly

Description

Two scenarios:

1. When you type 'XML' in the search box and try to select it with the down arrow, the first entry is always selected - 'XML Formatter'.
2. When 'XML Validator' is typed in the search box and Enter is pressed both 'XML Validator' and 'XML Formatter' are displayed.

Expected behavior

1. When you type 'XML' in the search box and try to select with the down arrow to be able to select a second, third tool from the drop down menu.
2. When 'XML Validator' is typed in the search box and Enter is pressed only 'XML Validator' is displayed.
