Add Key/IV generators for AES etc.

What feature or new tool do you think should be added to DevToys?

Generate strongly random keys and IVs in the string format of Base64.

Why do you think this is needed?

For common cryptographic algorithms, generating keys and IVs (with a string format of Base64) is a necessary and common operation.

It shall be nice if DevToys provides this feature.
