Add Community Insights to mods in vendors

Basically as the title says. The tooltips show up on the loadout screen properly (where it's probably the most important to be fair) but it would probably come in somewhat handy at least to be able to view them in the context of the entire selection in case people want to make use of that information for speccing out their artifact.

The reason this is not happening automatically is that since the artifact is a vendor that sells these unlocks as items, the popups are just regular item popups and community insight is only wired up for plug presstips, not all items. Same thing for mods in collections.

So to fix this, we'd have to check to see if the item itself has community insights and display that as a new section in the item popup.
