[Runtime Issue]: Can sometimes shoot through ground with very high framerates

Very high framerates seem to allow shots to sometimes pass through the ground.

Regression Status
Tested in steam 1.4, new 1.5 release and latest piccu engine.
Steps to Reproduce
Force off vsync in graphics driver. Use -framecap 10000 launch command. Make sure Dynamic Lighting is on so you can see the light from the lasers. Started a TCP/IP Anarchy game on Bedlam level 1. Used frametime cheatcode to show ingame fps. Shoot ground.
