[Feature Request] Apply scale up filter to other layers when using HD Mode 7

With the Mode 7 layer in HD, other layers look pixelated and will benefit with scale up filter like Hqx.

That's a mid- to long-term goal. It requires some preparation as the layers are not just composed on top of each other as a whole. There are per-pixel priorities and other complex processes involved. But I'll need to separate Mode 7 layers from the rest anyway at some point if I ever want to be able to use the GPU for HD Mode 7. So this option will come, but not soon.
