Unusual Count Of Error Toasts On Login

Current Behavior

Trying to log in as a user with zero permissions shows an unusual amount of error toasts.

Steps to Reproduce

1. (PRECONDTION) Create a user with zero permissions
2. Navigate to login page
3. Try to login with that user
4. Observe the amount of error toasts

Expected Behavior

1. Navigate to login page
2. Try to login with that user
3. One error toast should be visible
