Project Pages Should Have Clearer Indication that they are Inactive

Current Behavior

When one visits a project page there is no indication that the project is inactive unless one clicks on "View Details".

A lack of metrics (which will happen once a project has been inactive long enough) is a clue... but only really to those who already understand how DT works. Also metrics might be displayed anyway if someone has clicked the Last Measurement refresh button.

Proposed Behavior

Display a clear indication on the project page of inactive projects to highlight the fact that they are inactive. Call it a warning, This warning should be visible no matter how the viewer has arrived at the project. eg, clicking a link that takes one direct to (say) the "Exploit Predictions" tab.
